In 2018 Landmark Planning & Design worked with the PVWC and their membership to craft a drought plan with which the co-op can plan for, mitigate the impacts of, and respond to drought events. The PVWC serves over 59,000 customers in an area of southern Manitoba covering over 9,000 square kilometres. This was the first drought plan developed in Manitoba and Landmark and the PVWC are actively working on implementation, mitigation and preparedness tasks to increase the PVWC's drought resilience.

The Housing Vision and Study help guided future residential growth and development, allowing Headingley to assess current conditions for housing development, implement the vision of its residents, and facilitate sound decision making. The key recommendations of the Study focused on housing types, housing densities, design criteria, lot sizes, built form, and housing locations.
Proposed Roundabout; Morden, MBMore Info
The City of Morden would like to promote the idea of installing a roundabout rather than traffic signals on PTH 3 at the entrance to the Pembina Connection development site. Roundabouts are much safer than traditional intersections, they function more efficiently, and they provide an opportunity to create a gateway feature to the City of Morden as it expands and prospers. Landmark Planning was retained to help communicate this idea and to get feedback from stakeholder groups and individuals.
PTH 110 Westerly Extension Route; Brandon, MBMore Info
MIT would like to plan an alignment for the future extension of PTH 110 around the south limits of the City of Brandon. This route can be shown in the development plans for the City of Brandon, RM of Whitehead, and the RM of Cornwallis, so that land use planning decisions for development do not negatively impact this future route. Landmark Planning was retained by Stantec to design and manage a consultation process with landowners, stakeholder groups, civic authorities, and the general public.

Landmark Planning & Design Inc. was retained to prepare a land use and infrastructure assessment of the Court Avenue Precinct which is identified in OurWinnipeg as Precinct Plan “E”. The Precinct Plan is anticipated to be approved by City Council in December 2014. This Precinct Plan will guide development in this infill area in northwest Winnipeg. The Precinct will feature a mix of housing types including new and existing single family homes, lower density townhomes and higher density apartments or condominiums. The neighbourhood will be linked by lakes and trails that lead to planned regional active transportation corridors and the existing commercial amenities adjacent to the neighbourhood.

Landmark Planning & Design and Stantec Consulting prepared the Airport Area West Structure Plan that deals with 2,078 acres of land located west of the Winnipeg International Airport. It was prepared at the request of the City of Winnipeg on behalf of the Winnipeg Airport Lands Corporation, a private consortium of plan area landowners and the Winnipeg Airports Authority. The overall objective of the Airport Area West Structure Plan is to outline a strategy that will facilitate the short-term and long-term development of the plan area lands in an efficient manner. As such, it provides an assessment of internal and external municipal service networks, an environmental screening of the area, a detailed mixed-use development plan, capital servicing cost estimates, and an implementation strategy. Public consultation activities included facilitating a public Open House and holding planning advisory committee meetings involving local residents, businesses, and public sector and non-governmental sector organizations. The plan was formally adopted by the City of Winnipeg as a secondary plan by-law.

Linden Woods Planning Study; Winnipeg, MB
Project Planners with Stantec Consulting was retained by the City of Winnipeg and Genstar Development Company to undertake a planning study for lands predominantly owned by the City of Winnipeg in the Linden Woods community. The study outlined a market assessment for single-family, multiple family and seniors housing as well as commercial retail and business office park and institutional developments in Winnipeg, four mixed-use subdivision concepts, traffic and access analyses, as well as estimated development costs. As part of the study process, a Community Open House was also held to allow area residents to review background information and provide input through a public opinion survey on the alternative land use concepts.
La Salle, Sanford and Oak Bluff Concept Plans; RM of MacDonald, MB
The RM of MacDonald retained the services of Landmark Planning & Design (on two separate assignments with Stantec Consulting on one project and Genivar on the other) to prepare concept plans for the long term development of the communities of La Salle, Sanford and Oak Bluff. For the 1st plan, an extensive public participation program was held including workshops. The study considered market demand, growth projections and infrastructure alternatives including future major highway upgrades.
Polo Park Area Transportation and Development Review Study; Winnipeg, MB
Landmark Planning & Design and Stantec Consulting prepared the Polo Park Area Transportation Improvement and Development Review Study on behalf of the City of Winnipeg. The overall objectives of this study were twofold, namely: (1) to improve traffic flow in and around the Polo Park area; and (2) to provide a fair and reasonable framework in which these improvements can be financed without impeding existing and prospective development and redevelopment opportunities. Royalwood Access Assessment Study; Winnipeg, MB
The City of Winnipeg retained Earth Tech Canada and Landmark Planning & Design to provide an analysis of the long-term transportation, traffic, land use and environmental impacts of three alternative bridge crossing locations over the Seine River for Royalwood, one of the City’s fastest growing residential communities. One of the challenges of the study involved minimizing the impacts of the preferred bridge location alternative on the approximately 80 acres of old growth forest immediately adjacent to the Seine River. The goals of the study were multi-fold, including: (1) to provide adequate access to the proposed residential development; (2) to provide a solution that best meets the needs and concerns of the community; (3) to minimize environmental impacts; (4) to maximize the operational functionality of the preferred access alternative; (5) to limit negative land use impacts and provide an opportunity for the continued economic growth of the area; and (6) to minimize capital and life cycle costs.
Building Communities Initiative (Sargent Park Minto); Winnipeg, MB
The Province of Manitoba and the City of Winnipeg provided funding for community improvements to the Sargent Park Minto community, with a requirement for the project ideas to be generated and carried out with the participation of the community. Served as Project Planner and assisted with the design, delivery and implementation of a community-driven public consultation program (along with Scatliff+Miller+Murray Inc.).

Municipal Governance - Various Locations
RM’s of East St. Paul, Springfield and Headingley, MB. Various municipalities have retained Landmark Planning & Design to be responsible for all of their municipal planning initiatives. In addition to preparing their Development Plans and Zoning By-laws and amendments thereto, which included various public consultation activities such as organizing and facilitating Open Houses, planning advisory committees and public informational brochures, we have also undertaken projected housing supply and demand studies, and residential and mixed-use concept plans for newly developing areas. As well, we prepare development agreements between the municipalities and land development industry representatives and provide on-going reviews of the various municipal land development levies and related charges.

Parks and Recreational Projects - Various Locations
Landmark Planning & Design has been retained by various clients to prepare recreational residential subdivision designs at Asessippi Provincial Park, Quarry Oaks Golf Course, Bel Acres Golf Course, Gimli, Rocky Lake, and the Grand Beach area. These designs have been sympathetic to protecting the natural environment.
- Recreation Trials and Parkway Studies for a number of communities including Headingley, Oakbank, Dugald, Sanford, La Salle, and Oak Bluff, MB. These plans built on (or enhanced) the existing pathway network and provided for the extension into newly developing areas.

888 John Bruce Road East was the last original estate lot in the Royalwood area. Landmark Planning & Design undertook the public engagement and land use approvals to subdivide and rezone the 1.3 acre parcel for context-sensitive infill development. The resulting development created six single-family lots with three fronting on John Bruce Road East, and three fronting on Haverhill Crescent. Landmark worked with neighbourhood stakeholders on a plan which addressed the concerns of existing residents and provided the property owner with their required subdivision and rezoning approvals.

The Uptown Theatre is a historic gem, located in the heart of the walkable Academy Road commercial area in River Heights. Constructed in 1931, the building has City of Winnipeg heritage protection. Landmark Planning & Design undertook public engagement and obtained zoning approvals to allow for the redevelopment of this historic former theatre and bowling alley into a mixed-use development including residential units, office space and retail storefronts. Manager of Public Consultation contracted to MMM Group. Responsible for the strategy, design and execution of a major two-year consultation process towards achieving environmental approval for this $3.8 billion dollar project. The stakeholder list included over 300 stakeholder groups, 1,200 individual landowners and more than 5,000 project participants. The project area covered over 1,384 linear km– the largest transmission project in North America at that time.

Retained by Manitoba Conservation to assemble and facilitate a working group consisting of approximately 25 representatives of potentially conflicting and diverse interests (logging industry, ATV groups, environmentalists, government, etc.). The project included a series of facilitated monthly meetings over a 12 month period to develop by consensus, a set of recommendations to be submitted to the government. The process resulted in the successful delivery of recommendations and an action plan with 100% consensus among the TWG.

Responsible for the design and facilitation of the consultation program for the selection of an alternative main transportation corridor through the Town of The Pas. The project included divergent interests in a potentially controversial setting. The consultation program included working with a selected stakeholder group in order to assess concerns and prioritize criteria associated with the route selection, open houses with exit questionnaires, analysis of results and presentation to MTGS, and the application of qualitative issues to engineering solutions. The final deliverables included official endorsement of the recommendations by the full stakeholder group, Town Council and the Provincial government.

Public consultation specialist responsible for the design and facilitation of a consultation process towards the expansion of this regional corridor. The process included structuring stakeholders into tier categories to help decide upon and facilitate various types of stakeholders and acknowledge the varied impacts associated with corridor widening. The project included a city-wide survey (Probe Research), facilitated and individual meetings, mass notification and communications and public open houses. The strategic process involved successfully managing sensitivities and potential conflict concerning property acquisition and possible expropriations.

The Province and City provided $1.4 million in funding for community improvements in each of two communities, with a requirement for the project ideas to be generated and carried out with the participation of the community. Served as Project Manager responsible for the design, delivery and implementation of a six-month, community-driven public consultation program. The project successfully brought together three diverse communities to establish community-funding priorities.

The process included a large stakeholder group and steering committee with diverse interests and broader public consultation efforts across state lines.
Deer Lodge Centre Parking Redevelopment; Winnipeg, MB
Project Manager responsible for acquiring municipal approvals for a contentious parking redevelopment strategy. An extensive community consultation program was developed to address the conflicting needs of the DLC and the surrounding community. The program lasted two years and resulted in near consensus on the redevelopment and compliments from the approval body on the successful process.

Brandon Mental Health Centre (BMHC) Redevelopment; Brandon, MB
Project Manager responsible for overall development an RFP, including project evaluation and selection, to be issued by the Province of Manitoba and the City of Brandon for the redevelopment of a 160 acre site with 500,000 square feet of historic buildings. The project was carried out with an extensive community consultation program including site tours, workshops and open houses.
Opaskwayak Cree Nation Community Plan and Zoning By-law; MB
Landmark Planning & Design prepared an overall community plan for the Opaskwayak Cree Nation. This traditional land use plan will guide development within the community over the next 20-30 year period. The plan deals with Heritage, Cultural and Spiritual Resources, Economic Development, Recreation and Open Space, Natural Environment Areas, Mineral and Forestry Management, and Community Development. As well, a Zoning By-law was drafted that dealt with site specific development regulations pertaining to matters such as minimum lot sizes, maximum building heights, and flood prone lands.
